O presente artigo tem por objetivo avaliar a produção teórica formulada na presente década, tanto no Brasil como no meio acadêmico internacional, para a análise da reforma do Estado, tema que se tornou prioritário a partir do início dos anos 90. Sem pretender oferecer um tratamento exaustivo da bibliografia disponível, propõe-se, ao contrário, um esforço de sistematização bastante específico, articulado em torno de um eixo, qual seja, uma análise crítica das perspectivas reducionistas e dos enfoques dicotômicos que caracterizam parte considerável da produção nesta área. Ao detectar uma crise de paradigmas e da capacidade analítica para lidar com a complexidade das questões envolvidas, o artigo conclui, enfatizando a necessidade de a reflexão acadêmica buscar novas formulações teóricas que possam dar conta das relações Estado, mercado e política, internamente, bem como, no plano externo, da articulação Estados nacionais — sistema internacional, na fase atual marcada pela globalização capitalista e pela consolidação da democracia.


Abstract
Globalization, Economic Adjustment, and State Reform: An Evaluation of Recent Literature

The article evaluates the current decade's theoretical production in Brazil and in the international academic world with regards to State reform, an issue that moved to the top of the agenda in the early 1990s. With no pretense of offering an exhaustive examination of all available bibliography, the article instead undertakes a systematization focused around a specific question: the critical analysis of the reductionist and dichotomous approaches that have characterized a large part of production in this area. What is detected is a crisis in paradigms and an inability to deal analytically with the complexity of the issues involved. Academic reflection must now pursue new theoretical formulations able to account for the relations between State, market, and politics within the domestic sphere, while in the international arena it is necessary to account for relations between nation-states and the international system, characterized by capitalist globalization and democratic consolidation during the present phase.

O objetivo do artigo é ampliar os horizontes teórico-metodológicos da sociologia histórica através da inclusão, em suas fronteiras, por exemplo, da teoria da escolha racional e de contribuições interpretativistas. Procuramos fazer isto através de uma crítica ao modelo teórico-metodológico (o “modelo triangular”) de Theda Skocpol , que tem, até agora, definido os parâmetros dentro dos quais teoria e metodologia têm sido discutidas em sociologia histórica, ao mesmo tempo que propomos uma alternativa, a qual chamamos de “modelo quadrangular”. A vantagem deste modelo é que ao se olhar a sociologia histórica a partir de duas dimensões — agência-estrutura e particular-geral — é possível incorporar outras abordagens, tal como a teoria da escolha racional, aos horizontes da sociologia histórica.


Abstract
Mapping the Realm of Historical Sociology: Reflections on Theda Skocpol's Theoretical-Methodological Model

The article intends to broaden the theoretical and methodological horizons of historical sociology by embracing within its boundaries rational-choice theory and interpretivist contributions (to give two examples). The approach used is a critique of Theda Skocpol's theoretical-methodological model (the so-called triangular model), which has to date defined historical sociology's parameters in discussions of theory and methodology. An alternative, called the quadrangular model, is proposed. The advantage of the new model is that when we look at historical sociology from two dimensions-agency-structure and particular-general-it becomes possible to incorporate other approaches, like rational-choice theory, within the horizons of the field.
 

O estado da produção de conhecimentos relativos às situações sociais hoje designadas como quilombos, sintetizado neste repertório bibliográfico, expressa não apenas um tema e um problema, mas sobretudo a configuração de um domínio próprio da vida intelectual. Destaca-se a passagem de quilombo, enquanto uma categoria histórica e do discurso jurídico-formal, para um plano conceitual construído a partir do sistema de representações dos agentes sociais referidos àquelas situações empiricamente observáveis. Os elementos de contraste envolucrados neste deslocamento, também definido como ressemantização, explicitam ademais o advento de uma identidade coletiva.


Abstract
Quilombos: The Bibliographic Repertoire of a Question Redefined (1995-1997)

Synthesized in this bibliographical repertoire, the knowledge that has been produced on social situations now designated as quilombos gives expression not only to an issue and a problem but above all to the shaping of a unique domain within intellectual life. Attention is focused on how quilombo has moved from a historical category and a term applied within formal-legal discourse to the conceptual plane, where its construction has been based on the representation system used by social agents involved in empirically observable situations. The elements of contrast entailed in this shift-which is also defined as 're-semanitizing'-further make the advent of a collective identity evident.

O objetivo do artigo é apontar as principais críticas feitas à corrente dominante dos estudos sobre cultura política e resumir as respostas oferecidas pelos teóricos culturalistas aos desafios postos pelos críticos. Por corrente dominante, entende-se o conjunto de escritos inspirados e influenciados pela discussão lançada por Almond e Verba em 1963 em The Civic Culture. Conceitos como heterogeneidade cultural, mudança nos valores dominantes e racionalidade cultural, todos relacionados à corrente dominante de estudos da cultura política, permitem afirmar que as críticas quanto à indeterminação da relação entre cultura e estrutura política e do viés liberal democrático implícito nos estudos de cultura política foram, ao menos, amenizadas.


Abstract
Political Culture Theory: Responses to Theoretical Challenges

The article points out the main criticisms posed to the dominant stream of thought within political culture studies and offers a summary of culturalist theoreticians' responses to their critics' challenges. This dominant stream is understood to be represented by the group of studies inspired and influenced by the discussion which Almond and Verba launched in their 1963 classic The Civic Culture. Concepts such as cultural heterogeneity, value change, and cultural rationality-all linked to this stream-support the affirmation that there has at least been a mitigation of criticisms concerning the equivocal nature of the relationship between political culture and political structure and of the liberal-democratic bias implicit in political culture studies.
